“Unfortunately, Bloomberg’s Beijing bureau released a misleading report this week regarding the solar trade duties currently in place on Chinese imports. The U.S. Department of Commerce has started a review that could potentially revoke the anti-dumping and countervailing duties on a very small segment of solar panels from China – in particular, certain off-grid panels of 20 watts or less. Bloomberg failed to mention this important fact, and their report appears to have led to a surge in Chinese solar stocks, further harming the U.S. industry. In reality, the revocation being considered by Commerce only applies to an extremely small segment of the market—such as portable solar chargers or small modules used to power personal electronics. The vast majority of solar panels are much larger, typically ranging from 350 to 400 watts or more. This is yet another reminder of how closely the world is following our new AD/CVD petitions, as they would affect more than $12 billion worth of goods.
