Post-prelim CVD Tariffs Increased for Vietnam and Malaysia

Washington, D.C. — As a part of the ongoing AD/CVD investigations resulting from the petition filed in April 2024 by The American Alliance for Solar Manufacturing Trade Committee, the Department of Commerce has issued additional rate increase announcements amending its preliminary determinations in the CVD Investigations into solar cell and module imports from Vietnam and Malaysia. 

The post-preliminary CVD margins for Vietnam have increased for JA Solar, Jinko, and Trina from 2.85% to 27.73%, and for Boviet from 0% to 157.38%. Commerce preliminarily determined that the Chinese government is providing additional subsidies to these companies in Vietnam by providing Chinese inputs such as wafers and solar glass for less than adequate remuneration (below market value).  Commerce also increased the CVD rate on Jinko Solar in Malaysia, due to Chinese subsidies for solar glass and silver paste. 

Commerce previously amended three other preliminary determinations in the last several months. A chart with those increases can be found here

The Alliance Trade Committee expects these strong results to continue when the Commerce final determinations are announced in April.
